The International CISM Foundation was officially set up in Kandersteg on 26 January 2011.

The International Military Sports Council (CISM, Conseil International du Sport Militaire) set up its own foundation under private law with as it main aim to identify solutions to fund its many activities geared toward the promotion of sport for peace. In addition to its chair, CISM President Hamad Kalkaba Malboum, and CISM Secretary-General Colonel Alexandre Morisod as it Vice-President, the Foundation Council includes a third illustrious member: Adolf Ogi, former President of the Swiss Confederation.
“Together, we can successfully ensure that CISM is as visible as possible in the world of sport and throughout the world as a whole”. The atmosphere was cheerful and buoyant 26 January last in Kandersteg, a small village fashionable among tourists in the Bern Oberland in Switzerland. The President of CISM (Conseil International du Sport Militaire, International Military Sports Council), General Kalkaba, welcomed the birth of the International CISM Foundation, an organisation with clearly defined objectives: to improve CISM funding with the avowed aim of improving its international notoriety.
Commitment
“This initiative contributes to delivering the commitments I made as President of CISM at the Rio General Assembly meeting,” the President commented upon signing the document setting up the Foundation. “Today, CISM operates on a budget amounting to roughly one million euro from the membership fees of its 133 member Nations. These finances are too limited to manage such an organisation. In this context, the International Foundation will enable CISM to procure the finance needed to implement a programme of targeted initiatives aimed at promoting friendship and solidarity through world military sport.”
Appointment of a Director Signed by two notary publics – Maître Derivaz and Maître Bettschen – the act setting up the International CISM Foundation finally provided an opportunity to become acquainted with the Foundation’s new Director: Patrice Vernay, project manager and reference person for future contacts between CISM and political and sport authorities through the Foundation.
Welcome, Mr Ogi!
The President of CISM also welcomed the presence on the Foundation Council, of Mr Adolf Ogi. “You served two terms as President of Switzerland and then were Deputy Secretary-General of the United Nations in charge of sport. So, your knowledge of political, sports and military spheres will be invaluable to our Foundation.” To which he added with a touch of humour: “You agreed to do this... and to those who have expressed a degree of astonishment at this, I say that there is no sorcery whatsoever behind your decision. Quite the opposite: I came to ask you as one asks God to open the gates of Heaven... and you opened them...”
A Fresh Start
“What we sign also represents a new start, giving CISM a very positive future,” Mr Ogi commented. And the former Swiss Federal Councillor recalled his many contacts with the sports organisation as a former participant in military championships and Director of the Swiss Ski Federation. “The CISM record is impressive. Bringing servicemen and women ‘together’, this sense of togetherness is extremely important and can help achieve the much coveted goal of making this a better world. I believe in this foundation and its ambitions and that is the reason for my unconditional membership of its Council.”
Opening to the World
“The concept for setting up this foundation has been maturing for several years and this in one of the highlights of my career”, said project kingpin Colonel Alexandre Morisod. “It is an incredibly satisfying moment. We needed to develop something that would open us to the world and that is what’s been done,” the CISM Secretary-General rejoiced.
Welcome to Kandersteg! An honorary citizen of the municipality of Kandersteg, Adolf Ogi underscored with usual enthusiasm the choice of his native village as the place to provide new impetus for CISM. “I’m delighted that the Foundation was set up in Kandersteg. While as a sport resort it is admittedly located in an enclosed valley, its spirit is decidedly open to the world. How can I say it better than by recalling that Kandersteg was the only touristic village in the Bern Oberland that voted in favour of Swiss membership of the United Nations back in 2002!”
President Kalkaba: “so far, two prominent personalities have formally agreed to join us: the Prince of Jordan – the King’s brother and President of the Jordanian Olympic committee – and the son of the King of Bahrain, also the President of the Bahraini Olympic Committee and Minister of Sport.
Vice-President Morisod: “Adolf Ogi signed my certificate as a FIS technical delegate for cross-country skiing back in 1982 when he was Director of the Swiss Ski Federation.
Offrir un meilleur financement au CISM

Le CISM (Conseil International du Sport Militaire) s'est dotée d'une fondation de droit privé dont le but essentiel consistera à trouver des solutions dans le domaine du financement de ses nombreuses activités orientées vers la promotion du sport pour la paix. Le Conseil de Fondation, chapeauté par le Président Hamad Kalkaba Malboum, Président du CISM, et par son Vice-Président, le Secrétaire Général du CISM, le colonel Alexandre Morisod, accueille un troisième membre prestigieux, l'ancien Président de la Confédération suisse Adolf Ogi.
"Ensemble, nous pouvons réussir et faire en sorte que le CISM soit le plus visible possible dans le monde du sport et le monde en général". L'atmosphère était à la joie, à la satisfaction et en l'espoir en l'avenir ce mercredi 26 janvier dernier à Kandersteg, petit village touristique de l'Oberland bernois en Suisse. Président du CISM (Conseil International du Sport Militaire), le Président Kalkaba s'est réjoui de la naissance de la Fondation Internationale du CISM aux objectifs clairement définis: offrir un meilleur financement de l'organisation, dans le but avoué de lui donner une plus grande notoriété internationale.
Engagement "Cette action va dans le sens des engagements que j'ai pris comme président du CISM devant l'assemblée générale à Rio" relevait le Président à l'heure de la signature de l'acte constitutif. "Aujourd'hui, le CISM vit sur un budget d'environ 1 million d'euros, fruit des cotisations des 133 pays membres. Ces finances sont trop restreinte pour diriger une telle institution. Dans ce contexte, la Fondation internationale permettra au CISM de disposer des fonds nécessaires à la mise en place d'un programme d'actions ciblées, en vue de la promotion de l'amitié et de la solidarité au travers du sport militaire mondial".
Nomination d'un directeur
Entériné par deux notaires officiels, Maître Derivaz et Maître Bettschen, l'acte constitutif de la Fondation Internationale du CISM a finalement permis de faire connaissance de son nouveau directeur en la personne de Patrice Vernay, manager du projet et personne de référence pour les futures interactions entre CISM et autorités politiques et sportives via ladite Fondation.

Le président du CISM s'est par ailleurs réjoui de la présence au sein du Conseil de Fondation de M. Adolf Ogi. "Vous avez été deux fois président de la Suisse puis secrétaire-général adjoint des Nations-Unies chargé du Sport. C'est dire si votre connaissance du monde politique, sportif et militaire sera essentielle pour notre Fondation" . Et d'ajouter avec une pointe d'humour: " Vous nous avez donné votre accord et à ceux qui s'en sont montré un peu étonné, je leur ai dit qu'il n'y avait aucune sorcellerie là-dessous. Au contraire, que j'étais simplement venu vous le demander comme on demande au Bon Dieu d'ouvrir la porte du Paradis et vous nous avez ouvert les portes..."
Un nouveau départ
"Ce que nous signons, c'est aussi un nouveau départ, donnant un avenir très positif au CISM" relevait pour sa part Adolf Ogi. Et l'ancien Conseiller fédéral helvétique de se remémorer les nombreux contacts avec l'organisation sportive, en tant qu'ancien participant à des championnats militaires ou directeur de la Fédération suisse de ski. "Le CISM a fait un excellent parcours. La rencontre des militaires, ce "together", est de grande importance et peut aider à atteindre ce but envié d'avoir un monde meilleur. Je crois à cette fondation, à ses ambitions, raison de mon adhésion inconditionnelle au sein du conseil".
Ouverture au monde
"Cette idée de créer une fondation germait depuis plusieurs années et sa concrétisation constitue un de mes plus beaux moments de ma carrière" relevait pour sa part le colonel Alexandre Morisod, cheville ouvrière du projet. "C'est un sentiment de satisfaction extraordinaire. Il fallait créer quelque chose qui nous ouvre au monde et c'est chose faite" s'est réjoui le secrétaire-général du CISM.
Bienvenue à Kandersteg ! Bourgeois d'honneur de la commune de Kandersteg, Adolf Ogi soulignait avec son traditionnel enthousiasme le choix de son village natal comme lieu symbolique d'un nouveau souffle au sein du CISM. "Je suis heureux que cette fondation soit créée à Kandersteg. Certes, cette station touristique est située dans une vallée fermée mais son esprit est résolument ouvert au monde. Comment mieux vous le dire en rappelant que Kandersteg fut le seul village touristique de l'Oberland bernois à voter positiviment l'entrée de la Suisse aux Nations-unies en 2002..!"
Président - Kalkaba : "nous avons pour le moment deux personnalités qui ont formellement accepté de nous rejoindre, le prince de Jordanie, frère du roi, qui est également président du comité olympique de Jordanie et le fils du roi du Bahreïn qui est également président du comité olympique et ministre des sports.
Vice-Président Morisod: “, Adolf Ogi a signé mon brevet de délégué technique FIS de ski de fond en 1982 alors qu'il exerçait les fonctions de directeur de la Fédération Suisse de ski.
